Have had success shipping iron cylinder heads packaged this way all over the country and even across the pond without incident. While damage can happen at anytime regardless of packaging, this method seems to suffice and also keeps both the shipping dimensions and the weight down.
Bag cylinder head (especially machined/assembled heads):

Unfold a large cardboard box and lay out on a clean surface. This should be large enough to extend beyond the ends of the head and also go around the heads at least three times when rolled up. Place the head on the end of the sheet of cardboard:

Once rolled up, tape the end of the rolled up cardboard. Press firmly and put another layer of tape over the first one:

Section the cardboard ends into flaps and cut away any excess inner flaps on the ends that prevent the outermost flap from folding over cleanly, then fold the outer flaps toward the center.

Finally, tape the ends well and press firmly, then follow up with a few strips of tape around the short perimiter of the package (in the direction that it was folded up) at the ends and in the center:
