Embeco makes two grout mixes that are great as a block filler, #885 & #636. I have used the #636 stuff in the past, and it worked great. No shrinkage problems, the set-up/work time is kind of short so have everything ready to go before you mix the grout.
Over on the old forum the #885 was suggested to be a little easier to work with than the #636 , and I will probably try it next time.
