Some Holleys have a stop screw on the secondarys so that the throttle blades don't close too far and stick in the bore. Pull the carb and turn it over, you'll be able to see the screw if it has it....

I don't think that welding would be a good idea. There's a lot of shock load potential there and welding to cast, even with nickel rod or brazing, won't handle that.
Why won't a stock disc set up...
