The Autometer gauge seems to work well enough for me. Whatever you get, make sure it's a wide-band. The super cheap ones don't have enough range to be used effectively as a tuning tool.

Reducing quench is a bad idea. An easier solution, if you don't want to deepen the valve pockets would be to use lower ratio rockers.

Going from a 1.73 to a 1.6 may get you where you need to be....
