Stock 2-bolt block. Of course, if you can, 4-bolt or aftermarket is good insurance.

With E85 you could up the compression and probably make more power safely.

In my opinion, you're in at least A460 territory, and for what you're doing you'd want to consider C460 heads because they are designed to use only shaft rockers systems.

Ah ok. Well, get that suspension working, it could make a bid difference. Get you a Calvert monoleaf, that's way lighter and work better. Also some good shocks.
