Default valve adjustment "hydraulic"

is there a method for adjusting hydralic lifters?? the motor is on a stand and new lifter. i heard there is a way to do it. This hasn't been started so the lifters aren't pumped up.
Is it safe to turn the motor over when the lifters are soft?

I'd just prime the engine using a 5/16 1/4" drive socket and 8" extention on a 1/2" Drill.. run the drill in revese this will pump up your lifter and then you can set the preload.
