Screwed up with Tire Screws??

I am running 821 Centerline Qualifiers that i chucked up in a boring mill and spot faced and drilled front and back of rims for tire screws... Now.. when i installed the screws they went into the rims, but never seated into the tire bead.. they just pushed the tire away from the rim... My tires are 32x16.5 15's GoodYears... Do i need to drill the rim out so the screw doesn't come up tight on the rim but in the bead of the tire? I used the drill bit supplied with the screws...?? Thanks!!
