Never run but spun to 12k?

The ad says the engine was built but never fired, and was spun 12000 rpm when balenced. Is that a normal proceedure when balencing? It sounds like a decent build. https://vancouver.craigslist.org/rds...951583652.html

HI, The balancing machine may be able to turn the crank to 12,000 while cutting it. I don't think the whole motor can be turned to 12,000 rpm's assembled non running? To much for a 1/2 built motor.

The only thing that is spun and can be spun is the crank, flywheel/flexplate and dampener. the rods, piston, caps and rings are all WEIGHTED and cut to match the lightest one in that set.
