Anyone ever heard of an oil filter causing high oil pressure

A friend of mine recently got the oil changed on their 99 Jeep Grand Cherokee with a 4.0.Immediately afterwards they noticed their oil pressure guage on the dash was much higher and would almost peg the gauge on the highway.They asked for my opinion, I told them either it is just a coincidence and something like their sender or pump had malfunctioned at the same time,somehow the wrong viscosity of oil got put in their motor or possibly since they used a cheap oil filter that if the sender was located between the pump and filter then possibly a bad oil filter might cause the problem as I have had an oil filter cause low pressure but the sender was after the filter.Anyone ever heard of a blocked/malfuntioning oil filter causing higher oil pressure?The place they took it to has already offered to replace the oil just in case.
