I swapped my stock pulleys to some pretty billet ones from CVF. With my old V belt I would occasionally get a squeak. Had to be tight!
I needed a new belt and the newer ones all have the "teeth" cut into the contact side. Squealing like crazy. Changing the tension just changes the pitch of the squealing like tuning a guitar string.
Pulleys are aligned, clean, etc. Belt is a Gates.

Does anyone make the old style solid belt?

This is not a serpentine belt in case that wasn't clear.

Is the new belt riding high, level,or down in the groove? How did the old belt ride? Is the new belt riding the same on all the pulleys? You might be right on the teeth deal....unless it's a riding mower.

Ill have to take the belt over to NAPA and see what we can compare it to.
You know, the proper length belt in a riding mower style might do the trick (y) Grainger might even have something.

Be sure the angle of the belt matches the angle of the pulleys' grooves and be sure the belt doesn't "bottom out" in the grooves.

I made up a nice little straight edge out of L channel and it looks like my alt pulley is out of alignment a bit.
