Ok I have a 72 460 that had a holley 750 on it, was told would get more power with a double pumper with mechanical secondaries. So I got a 850 double pumper, rebuilt it, 80 for primary and secondary jets, installed and it hesitates like crazy under load, idles fine. Timing is set at 15 degrees. Any ideas why I would be stumbling under load? Should I jet down?

Carburetor culprits that come to mind: fuel bowl levels, accelerator pump arm, linkage or clearance out of adjustment, incorrect accelerator cam, carb body porosity, wrong gasket(s) are just a few. Was carb in known good running condition prior to rebuild, someone could have changed factory specs by use of micro drill bits that isn't easily verified just by sight, need to measure orifices. Make sure ignition system is sorted before making changes or blaming carb, some times things happen by strange coincidence, just a thought and hope this helps.
