Measure from sparkplug to sparkplug is the way the tech inspectors do it, when there is a max bore space rule.
That's okay for a presumptive test to let the competitors in, but you can offset-bore even a stock block to significantly increase bore spacing (hence, maximum allowable bore diameter) -- provided you've got the wall thickness to keep it from opening up before the checkers. Gotta unbutton it and measure the hard way, to be sure.
