Converter is new but how can you tell if it is slipping
Honestly I have no idea but you’re math is correct so something in the driveline must not be transferring all of the power.

I know it sounds like a stupid question but are you sure it’s not a 5.86 gear? The math is right if it is.

.006 x engine rpm x tyre radius / gear ratio = mph

.006 x engine rpm x tyre radius / mph = gear ratio

been using this forever and its pretty accurate for 1/4 mile

My calculator returns 106mph with an auto trans (10% slip at WOT, non-lock up stock stall conv) and 118mph with a lock up converter (no o.d.). So, 98mph with a 3800 stall converter is ~17% slip.

i run a TAD, converter driven bruno, in front of a B&J 3 speed, all this is behind my ford hemi.
dont bother with stall. just call a good converter shop, tell them what you have. let them build for your application
