Tools and how to check bearing clearance?

I told the machine shop track only, grind the crank on the loose side. Put it together, was 3 tenths slow, then the metal started showing up. Turned out, he screwed up grinding it, and I only had maybe 1/2 thou clearance on two rods, due to those two being a little small to begin with (new RPM's) The clearance was too tight on all the rest too, I had a different machine shop verify, measurements were all over the place! Now, I need two rods resized and you know the rest.

I don't want this to happen again, can someone point me in the right direction on proper tools and process? Summit sells this... http://www.summitracing.com/parts/SUM-900041/

from what I have gathered a QUALITY set of micrometers Starrett/Mitutoyo to .0001 and a QUALITY bore gauge.
